Lucille Roybal-Allard

Lucille Roybal-Allard is a Democratic member of the United States House of Representatives, representing the 34th district of California.

A political pioneer, in 1992 Congresswoman Roybal-Allard became the first Mexican-American woman elected to Congress. Before that, she represented the 56th Assembly District of California for six years.[1]

Background

Congresswoman Roybal-Allard was born and raised in Boyle Heights, California. She is the eldest daughter of Lucille Beserra Roybal and the late Congressman Edward R. Roybal, a Member of Congress for 30 years.

The 1965 graduate of the California State University at Los Angeles is married to Edward T. Allard, III. [2]

Labor Caucus

The Labor Caucus is an official caucus in the U.S. House of Representatives. In 2021 members included Lucille Roybal-Allard .[3]

H.R. 950, the Job Creation and Infrastructure Restoration Act of 1997 was introduced in the 105th Congress on March 5, 1997 by Congressman Matthew Martinez of California. It had 33 original co-sponsors, including Lucille Roybal-Allard. The primary purpose of this emergency federal jobs legislation was to provide much needed jobs at union wages to crisis ridden cities by putting the unemployed to work rebuilding our nation's infrastructure (schools, housing, hospitals, libraries, public transportation, highways, parks, environmental improvements, etc. $250 billion is authorized for emergency public works jobs over a five year period.

Congressman Martinez had previously introduced this bill in the last Congress (as HR 1591) at the the request of over 50 prominent Labor leaders who formed the Los Angeles Labor Coalition for Public Works Jobs, which is why it is often referred to as the "Martinez Public Works Jobs Bill."[4]

This is the most significant jobs legislation introduced in Congress since Franklin Delano Roosevelt's New Deal established the Works Progress Administration (WPA). This bill is the WPA-type program for today. It has strong provisions which will put hundreds of thousands of unemployed building trades workers to work as well as provide jobs for victims of plant closures, welfare recipients who are parents, youth, and the long term unemployed. The public works projects which will be established under this bill will be built in communities with the highest levels of unemployment and with the greatest needs.
The goal of the New York Coalition for Public Works Jobs is to build the movement to pass the Martinez Jobs bill as part of the National Labor Coalition for Public Works Jobs. You can help by asking your union, community organization, or local government body to to join those who have already passed resolutions to endorse the bill. Such a resolution has been introduced in the New York City Council. Calling on additional Congressional Representatives to co-sponsor the bill is very important. We will be organizing petition campaigns, visits to elected officials, and demonstrations and other actions for a public works jobs program.

Early supporter

In 1994, the Communist Party USA backed Martinez Jobs Bill (HR-4708), was co-sponsored by Democratic Party California Reps Howard Berman, Xavier Becerra, Lucille Roybal-Allard, Robert Scott (Va), Tom Foglietta (Pa), Bennie Thompson (Miss), John Lewis (Ga) and Ed Pastor (Az). Maxine Waters of California was a principal co-sponsor. [5]

Communist inspired letter to defund Colombian military

Sam Farr had been a Peace Corps volunteer in Colombia, and was contacted by the communist dominated Colombia Support Network in 1997. Efforts by Colombia Support Network were instrumental in getting a letter sent to Secretary of State Madeleine Albright, with the 19 other members signing on. The January 30, 1998 letter called for the continued suspension of funding to the Colombian military then engaged in a bloody civil war against communist guerillas.

Dear Secretary Albright :
We are writing to express our concern with the worsening human rights situation in Colombia and urge you to take steps to address this matter.
News reports and first-hand accounts indicate that violence in Colombia is escalating, particularly in the country's northern most regions and the southern coca growing regions. Many different groups and individuals have been implicated in the violence, but an increasing number of human rights abuses are being instigated by paramilitary groups --armed civilians who torture, evict, kidnap and murder Colombian civilians.
There is also evidence of links between paramilitaries and local drug lords, who rely on paramilitary groups to undertake violent activities on their behalf. The Peasant Self-Defense Group of Cordoba and Uraba, a paramilitary group lead by Carlos Castano, is considered one of the most powerful paramilitary groups in Colombia. Reports indicate that last yeqar Castano's group killed hundreds, if not more than a thousand, peasants it accused of helping rebels.

As concerned Members of Congress, we urge you to place the issue of human rights and the problem of paramilitary groups in the forefront of your priority list in your dealings with Colombia. We understand that aid to the Colombian army is currently on hold because of human rights concerns and urge you to continue to withhold funding.

Clinton/Pinochet letter

On October 21, 1998, many Members of Congress wrote a letter to President Bill Clinton, urging him to release information to a Spanish judge investigating former Chilean President Pinochet for alleged crimes committed during and after the overthrow of the Marxist Allende government.

The October 17 arrest of General Augusto Pinochet in London is a good example of how the goals you outlined in your anti-terrorism speech at the United Nations can be put into practice. Indeed, when the rule oflaw is applied to combat international lawlessness,humanity's agenda gains...we call upon you to ensure that the U.S. government provides Spanish Judge Baltasar Garzon material related to Pinochet's role in international terrorism -- material and testimony that the U.S. government has thus far withheld.

Woolsey/Sheinbaum fund raiser

Vietnam trip

U.S. Rep. David Price, a Chapel Hill Democrat led a bipartisan delegation to monitor the work of the Department of Homeland Security in the Phillippines, Hong Kong and Vietnam, December 2012.

The trip was designed to give members of Congress a better understanding of the department's coordination with foreign governments to secure U.S.-bound cargo and work on anti-terrorism efforts and international adoption issues.

The delegation included Democratic Reps. Sam Farr, Lucille Roybal-Allard, Mike Honda and Mazie Hirono as well as Republican Rep. John Carter.

Most of the members sit on the Appropriations Subcommittee on Homeland Security, which Price chaired.

They were scheduled to meet with Phillippines president Gloria Macapagal-Arroyo, among other foreign leaders, during the trip.[10]

Voted against cutting funding for ACORN

In September 2009, following the lead of their Senate colleagues, the House of Representatives voted overwhelmingly to cut off funds to ACORN. the vote was 345-75. All of the 75 were Democrats, and included Lucille Roybal-Allard. [13]

Budget cuts protest

Mayor Antonio Villaraigosa was among the scheduled speakers at a downtown rally march 23, 2011, to protest proposed federal budget cuts, which organizers claim would hurt the city and county governments and attempts by small businesses to avoid layoffs.

Reps. Maxine Waters, Lucille Roybal-Allard, Karen Bass, Laura Richardson and Judy Chu, Councilman Richard Alarcon, actors Tim Robbins and James Cromwell and actress Mimi Kennedy were among the other scheduled speakers for the rally at the Edward Roybal Federal Building, set to begin at 2:30 p.m.[15]

Committees

As a member of the House Appropriations Committee, one of the most powerful and distinguished committees in Congress, she spends much of her time attending hearings and meetings. She is the first Latina in U.S. history to be appointed to the Appropriations Committee, which controls the purse strings of the federal government. The congresswoman serves on two influential subcommittees -- the Subcommittee on Homeland Security and the Subcommittee on Labor, Health and Human Services, and Education. As a member of these subcommittees, Congresswoman Roybal-Allard oversees funding of the U.S. Department of Homeland Security, U.S. Citizenship and Immigration Services, the U.S. Department of Labor, the U.S. Department of Health and Human Services, and the U.S. Department of Education.[17]

LegCon

With U.S. student debt estimated at $1 trillion, college activists lobbied Congress for relief March 2013, during the United States Student Association's annual legislative conference (LegCon). More than 300 students gathered for the three-day event packed with workshops, trainings and visits to congressional representatives.

In a church filled with over 500 people, USSA activists joined with immigrant and women's rights organizations and elected officials, including Sen. Mazie Hirono, D.-Hawaii, and Rep. Lucille Roybal-Allard, D-Calif., speaking out for the rights for and visibility of immigrant women.[19]

Fred Ross award campaign

In early 2013, mainly Democratic Socialists of America aligned activists, together with many elected officials across the United States came together to urge President Barack Obama to award posthumously the Presidential Medal of Freedom to the legendary organizer, Fred Ross, Sr.. The Saul Alinsky trained radical was the first to organize people through house meetings, a mentor to both Cesar Chavez and DSAer Dolores Huerta, and a pioneer in Latino voter outreach since 1949 when he helped elect Communist Party USA affiliate Ed Roybal as Los Angeles’s first Latino council member, "Ross’ influence on social change movements remains strong two decades after his death in 1992".

Congressional Letter for Neutrality, 2014 Salvadoran Elections

On Monday December 16, 2014 Reps. Juan Vargas (D-CA), Mike Honda (D-CA) and Mark Pocan (D-WI) sent a letter to Sec. of State John Kerry – signed by 51 Members of Congress – calling for a public statement of neutrality by the State Department before the first round of El Salvador’s presidential elections on February 2, 2014.

The letter, , highlighted several “important steps” that the current government has taken to “strengthen its democratic system and expand the right to vote to all citizens,” including those living outside of the country, who will be voting by absentee ballot for the first time in February. Since the election of Mauricio Funes, the first President from the Marxist Farabundo Martí National Liberation Front (FMLN) party, the government has increased the number of polling places four-fold to increase accessibility, especially in rural areas.

“We’re glad to see so many Members of Congress expressing respect for the right of the Salvadoran people to determine their own future. That’s an attitude that’s sorely lacking in much of the US’ policy in Central America, especially with regard to economic policy,” said Alexis Stoumbelis, Executive Director for the pro-communist Committee in Solidarity with the People of El Salvador (CISPES), in Washington, DC, which has observed every post-war election in El Salvador, starting in 1994.

Rally with NAKASEC

Health Equity: On June 24 2009, NAKASEC and affiliates mobilized a dozen people for an evening action and rally that integrated cultural heritage with political expression in support of health equity within health reform legislation in 2009. Representatives from the Korean American Resource & Cultural Center of Chicago, staff from our national Los Angeles office and NAKASEC supporters from the DC metropolitan area were present to share the energizing beats of poongmul, express unity in fighting racial and ethnic health disparities, and promote culturally competent practices. Hundreds of people participated in the event, in partnership with the Service Employees International Union (SEIU), and heard Representative John Conyers (D-MI) and Representative Lucille Roybal-Allard (D-CA) speak from the podium on these issues. NAKASEC Board member Je Yon Jung introduced executive director EunSook Lee, who linked the language needs of our communities to the need to ensure access to healthcare for immigrants.[24]

Humanitarian Needs in Cuba letter

December 16 2021 , House Rules Committee Chair James McGovern (D-MA), House Foreign Affairs Committee Chair Gregory Meeks (D-NY), House Appropriations subcommittee on State and Foreign Operations Chair Barbara Lee (D-CA), and House Energy and Commerce subcommittee on Energy Chair Bobby Rush (D-IL) led 114 Members of Congress in a letter to President Biden asking him to prioritize the well-being of the Cuban people as they experience the worst economic and humanitarian crisis in recent history...

In the wake of this year’s protests, the members urged the administration to support the Cuban people by suspending U.S. regulations that prevent food, medicine, remittances, and other humanitarian assistance from reaching the Cuban people...

2016 Cuba visit

Minority Leader Nancy Pelosi and 16 other House Democrats will join President Barack Obama on his historic trip to Cuba March 20-22.

Obama will be the first president to visit Cuba in 88 years, and the trip is a symbolic next chapter in his attempts to normalize relations with the country.

The House members will attend along with several senators who previously announced they will make the trip.

The House delegation includes Reps. Karen Bass, Cheri Bustos, Sam Farr, Rosa DeLauro, Barbara Lee, Charles Rangel, Kathy Castor, David Cicilline, Steve Cohen, Jan Schakowsky, Peter Welch, Alan Lowenthal, Jim McGovern and Lucille Roybal-Allard. House Democratic Caucus Chairman Xavier Becerra of California will also travel to Cuba along with Eliot Engel, the top Democrat on the Foreign Affairs Committee.

Democratic Sens. Amy Klobuchar of Minnesota, Dick Durbin of Illinois, Heidi Heitkamp of North Dakota, Patrick Leahy of Vermont, and Tom Udall of New Mexico are slated to join the trip. Sen. Jeff Flake (R-Ariz.), who has been a leading advocate for normalizing relations with Cuba, will also attend. Additional House Republicans may also join.

Pelosi previously led the first official House delegation trip to the country after Obama announced the change in U.S. policy toward Cuba in 2014.[30]
