'White Fortressing'

White Fortressing is a term used to discredit efforts from residents who seek to incorporate their own towns, breaking from poorly run cities that squander their resources.

The phrase was coined by Luisa Godinez-Puig,a senior research associate in the Office of Race and Equity Research and a former equity scholar at the Urban Institute. She wrote "White Fortressing: How Racial Threat and Conservatism Lead to the Formation of Local Governments".[2] In her abstract, Luisa Godinez-Puig explains "municipal incorporations are a modern type of segregation triggered by sentiments of racial threat and conservatism, which I call White fortressing."

The Urban Institute's Luisa Godinez-Puig and Brian D. Smedley wrote an article titled "The New ‘White Fortress’ Cities of the American South" dated June 4, 2024 featured at Bloomberg CityLab promoting Luisa Godinez-Puig's concept of White Fortressing.[3]

Author's Note: White Fortressing is reminiscent of the term "Gentrification" coined by Ruth Glass, a German-born British sociologist and "lifelong Marxist"[4] in the introduction to her 1964 book "London: Aspects of Change." Ruth Glass believed "that the purpose of sociological research was to influence government policy and bring about social change, and to this end she involved herself in political debate."[5]

The council is made up of community, business, and policy leaders who advise Urban annually about our research priorities, expanding our reach and evaluating the impact of our work. Members also help identify new research opportunities that can meet the needs of advocates, practitioners, local governments, philanthropists, business leaders, and other changemakers.
Membership to the Policy Leadership Council begins at a $10,000 annual commitment. Members’ financial support provides Urban with flexible resources, allowing us to anticipate and respond to emerging policy issues with timely analysis.
