Jawando, 33, who lives in Silver Spring, filed notice of his candidacy with the Federal Election Commission said he will make a formal announcement next month. He becomes the third Democratic primary contender to officially enter the race, joining Del. Kumar Barve (D-Montgomery) and State Sen. Jamie Raskin (D-Montgomery).
