David Skaggs
David Skaggs is Executive Director of the Colorado Department of Higher Education. Prior to this position, he was the Executive Director of the Center for Democracy and Citizenship at The Council for Excellence in Government. He was also Counsel to a Washington-based law firm and an Adjunct Professor at the University of Colorado. Previously, Mr. Skaggs was a six-term Democratic Party U.S. Congressman from Colorado and a three-term member of the Colorado legislature.

The Council for a Livable World, founded in 1962 by long-time socialist activist and alleged Soviet agent, Leo Szilard, is a non-profit advocacy organization that seeks to "reduce the danger of nuclear weapons and increase national security", primarily through supporting progressive, congressional candidates who support their policies. The Council supported David Skaggs in his successful House of Representatives run as candidate for Colorado.[1]

In 2009 David Skaggs was on leave from the Board of Trustees for New York based think tank Demos.[2]
