Citizens for Responsibility and Ethics in Washington (CREW) is a partisan group who "targets government officials who sacrifice the common good to special interests and personal gain."[1]

Virginia Canter is the "Chief Ethics Counsel" for Citizens for Responsibility and Ethics in Washington.

'Rockville Resistance'

Rockville Maryland, the evening of July 10, 2017. A packed house of over 150 local activists and supporters gathered at Johns Hopkins Gilchrist Hall Auditorium for a panel symposium titled "The For-Profit Presidency: Ethical Issues In The Trump Administration And What We Can Do About Them." The ethics outrages of the Trump regime are numerous, egregious and well known to all, even Republicans. The solutions proposed involve using every one of the institutions of our Democracy from the highest courts to your local street protest. Inside/Outside, long game. The event was organized by the social justice group Rockville Resistance that sprung up, like so many others, in the wake of the election of Donald J. Trump to the Presidency of the United States Of America. The distinguished panel included Georgetown history professor and Dissent magazine editor Michael Kazin, Public Citizen Director Robert Weissman, Executive Branch Ethics Counsel and CREW* stalwart Virginia Cantor and Stephen Spaulding from the venerable good government advocacy group Common Cause. Our House Representative Jamie Raskin cancelled due to illness and was backed up very ably by Maryland Attorney General Brian Frosh. Hats off to all at Rockville Resistance for staging this important event. We fight on.

Our Team

Noah Bookbinder became CREW’s President in March 2015. Prior to joining CREW, he served from 2013 to 2015 as Director of the Office of Legislative and Public Affairs at the United States Sentencing Commission. Before that, Bookbinder served as Chief Counsel for Criminal Justice for the United States Senate Judiciary Committee, where he worked from 2005 to 2013.
From 1999 to 2005, Bookbinder worked as a Trial Attorney for the United States Department of Justice’s Public Integrity Section. He has taught about prosecuting public corruption as an adjunct professor at George Washington University Law School and Howard University School of Law. He graduated from Yale University and Stanford Law School and served as a law clerk to United States District Judge Douglas Woodlock.
  • Adam Smith, Vice President for Democracy Initiatives
Adam Smith is CREW’s Vice President for Democracy Initiatives. Previously, he served as Action Fund Director at End Citizens United / Let America Vote, overseeing the organization’s Capitol Hill outreach, policy work, and coalition engagement. Before that, he served for nearly 10 years as Communications Director at Every Voice, managing and advising communications campaigns on money-in-politics issues for policy, ballot, and electoral campaigns at the local, state, and federal levels. He’s from West Virginia and has a B.A. from Elon University in North Carolina.
Jordan Libowitz serves as CREW’s Communications Director. A native of Philadelphia, Jordan previously worked on campaigns from Pennsylvania to Alaska. Prior to joining CREW, he ran a communications consulting firm specializing in non-profits. Jordan received his B.A. from the Johns Hopkins University.
Meghan is CREW’s Deputy Communications Director. Prior to joining CREW, Meghan worked as Digital Manager at Every Voice and as a digital consultant and staffer for political campaigns. Meghan received her B.A. in political science from Boston University.
Jenna is CREW’s Press Secretary. Before joining CREW, Jenna worked in Communications in both the U.S. House of Representatives and the U.S. Senate. Previously, she worked on campaigns in Connecticut and at the Connecticut General Assembly. Jenna graduated from Marist College, where she received her degree in Environmental Policy and Economics. At Marist, Jenna served as the Editor in Chief for the campus paper, the Marist Circle.
Linnaea Honl-Stuenkel serves as CREW’s Digital Director. Linnaea is from Minneapolis, Minnesota where she interned with several political campaigns and nonprofits. Linnaea previously served as the Digital Director for the Office of the Attorney General for the District of Columbia. Linnaea received her B.A. in Psychology with a focus on Political Science from Wellesley College.
Miru is a Communications Associate. Prior to working at CREW, Miru interned at the National Sustainable Agriculture Coalition and received a M.S. in Social Policy and B.A. in Communications with minors in Asian American Studies and Environmental Studies from the University of Pennsylvania.
Lauren is Deputy Press Secretary. Prior to joining CREW, Lauren worked as a Press and Digital Media Fellow in the office of Congressman John Sarbanes. She received a B.S. in Environmental Studies and English from Gettysburg College, where she was heavily involved in campus activism and student outreach.
Sara is a Communications Associate. She received her dual B.A. in Journalism and Government and Politics from the University of Maryland, where she worked for the Office of International Affairs and the College of Behavioral and Social Sciences. Sara interned with CREW for three semesters during her undergraduate career.
Donald K. Sherman serves as CREW’s Senior Vice President and Chief Counsel, and previously served as Deputy Director. Prior to joining CREW, Sherman served in various roles in the House, Senate, and the Executive Branch including as Special Assistant to the President for Racial and Economic Justice at the White House, Senior Counsel to Ranking Member Claire McCaskill on the Senate Homeland Security and Governmental Affairs Committee, and Chief Oversight Counsel to the late Rep. Elijah Cummings, then-Ranking Member of the House Committee on Oversight and Government Reform. Sherman was also Chief of Staff and Senior Counsel for Oversight and Investigations in the Office of General Counsel at the U.S. Department of Housing and Urban Development (HUD). Sherman began his career on Capitol Hill as counsel on the House Ethics Committee where he investigated alleged ethical violations by Members of Congress and staff. Sherman also practiced law in the Washington, DC office of Crowell & Moring, LLP and served as a law clerk to the Honorable Neil E. Kravitz of the District of Columbia Superior Court. Sherman graduated cum laude from Georgetown University with a degree in American Studies and earned his J.D. from the Georgetown University Law Center.
Virginia Canter joined CREW as its Chief Ethics Counsel following a career in public service. Her prior experience includes serving as Ethics Advisor to the International Monetary Fund, White House Associate Counsel to Presidents Obama and Clinton, Senior Ethics Counsel for the Department of the Treasury and Assistant Ethics Counsel for the Securities and Exchange Commission. Virginia received her B.A. and J.D. from the University of Baltimore and is a member of the Maryland Bar.
Warner serves as a Legal Assistant. Prior to joining CREW, Warner worked on Capitol Hill for the House Committee on Oversight and Reform as a Research Analyst. During her undergraduate years, she served as President for the NAACP, Howard University Chapter. Warner received her B.A. in Political Science and Spanish from Howard University.
Kayvan serves as CREW’s Counsel. Prior to joining CREW, Kayvan worked as a white collar and regulatory associate at Covington and Burling LLP. Kayvan received his J.D. from George Washington University Law School with high honors and his B.A. from the College of William and Mary.
Alex Goldstein serves as a Legal Fellow at CREW. Alex recently received his J.D. with honors from Georgetown Law. While in law school, Alex interned in the Voting Section and the Office of Legal Policy at the U.S. Department of Justice, participated in the Federal Legislation Clinic, served as Senior Articles Editor of the Georgetown Journal of Legal Ethics, and participated in other roles with a focus on threats to American democracy. Prior to law school, Alex worked as a paralegal and received his B.A. from Cornell University in 2016.
Laura Iheanachor serves as CREW’s Staff Counsel. Prior to joining CREW, Laura defended the City of New York and its agencies, including the New York City Police Department, in federal civil rights lawsuits at the New York City Law Department. Before her tenure at the Law Department she served as a prosecutor at the Kings County District Attorney’s Office in Brooklyn, New York. Laura received her J.D. from Washington and Lee University and her B.S. from East Carolina University.
Jonathan Maier serves as CREW’s Senior Litigation Counsel. Prior to joining CREW, Jonathan was a litigation associate at Morgan, Lewis & Bockius LLP with a practice focusing on government investigations and complex civil litigation. Jonathan graduated cum laude from Boston College with a degree in Political Science and received his J.D. with high honors from the George Washington University Law School.
Stuart McPhail serves as CREW’s Senior Litigation Counsel. Prior to joining CREW, Stuart worked as a litigation associate with Gibson, Dunn and Crutcher LLP and, before that, Paul, Weiss, Rifkind, Wharton and Garrison LLP. Stuart clerked with Judge Fortunato Benavides of the U.S. Court of Appeals for the Fifth Circuit and with Judge Maxine Chesney of the U.S. District court for the Northern District of California. Stuart received his J.D. from Columbia Law and his B.A. and B.S. from the University of Maryland.
Adam Rappaport serves as CREW’s General Counsel and Senior Advisor. Prior to joining CREW, Adam practiced law at Levine, Sullivan, Koch & Schulz, LLP, representing members of the news media, and served as a law clerk to Judge David G. Trager of the U.S. District Court for the Eastern District of New York. Adam covered Congress for National Journal’s CongressDaily before attending law school. Adam received his J.D. with honors from the University of Chicago and his B.A. from Wesleyan University.
  • Nikhel Sus, Senior Counsel, Complaints and Litigation
Nikhel Sus serves as Senior Counsel, Complaints & Litigation. Prior to joining CCREW, Nikhel worked as a Trial Attorney at the Department of Justice in the Civil Division’s Federal Programs Branch. Sus previously served as Counsel at WilmerHale LLP. Sus clerked for Judge Reggie B. Walton of the U.S. District Court for the District of Columbia, and Judge John T. Copenhaver of the U.S. District Court for the Southern District of West Virginia. Sus graduated from George Washington University Law School, and the College of Charleston.
Eden is a Legal Operations Manager. Prior to joining CREW, Eden worked as an Undergraduate Clerk at the Environment and Natural Resources Division of The Department of Justice. Eden also worked at Washington Legal Clinic For The Homeless, an organization that provides legal assistance to those who are homeless or affected by other housing issues. Eden received her B.A. in Government from William and Mary.
Arielle Linsky Stogner serves as CREW’s Chief Operating Officer. A native of Washington, D.C., Arielle has over ten years of experience working with nonprofit organizations and political groups including Planned Parenthood, the NAACP, and the Anti-Defamation League on fundraising and strategic outreach. She has worked on campaigns at the federal, state, and local level. Arielle received her B.A. from the University of Michigan.
Shaila Bornstein is CREW’s Operations Associate. Prior to joining the team she worked on campaigns in Massachusetts, South Carolina, and Pennsylvania, and interned with a political non-profit in Washington DC. She graduated Magna Cum Laude from the University of Massachusetts Lowell with a Criminal Justice Major and Political Science Minor.
Komal is CREW’s Deputy Operations Director. Komal completed her Master of Public Administration at USC. Previously, Komal had earned her B.A. in Politics with a minor in Gender and Society. Komal has prior experience in human resources and staffing.
Debra Perlin serves as CREW’s Policy Director. Perlin came to CREW from the American Constitution Society (ACS) where she served as Director of Policy and Program and oversaw the development of policy on national security, separation of powers, and rule of law issues. Prior to ACS Perlin served in several positions in the federal government including as the Supreme Court Fellow in the Office of the Counselor to the Chief Justice at the U.S. Supreme Court, an attorney at the U.S. Department of Homeland Security, and a Justice Advisor at the U.S. Department of State. Perlin received her J.D. cum laude from Boston College and her B.A. summa cum laude from Brandeis University.
Gabriella Cantor serves as CREW’s Policy Associate. Prior to joining CREW, she interned with several non-profits, including Giffords and Community Labor United. She also was worked with political campaigns as a field fellow and campus organizer in Massachusetts. Gabriella graduated summa cum laude from Tufts University, where she earned her BA in Sociology and Civic Studies.
  • Gabe Lezra, Federal Policy Manager and Senior Counsel
Prior to joining CREW, Gabe served as Regulatory and Federal Relations Counsel at the American Association for Justice and worked as a financial institutions and consumer law associate at Debevoise and Plimpton LLP in New York. Prior to law school, Gabe worked as a soccer journalist based in Spain for SBNation/Vox Media. Gabe received his J.D. with honors from Georgetown Law and his B.A. with high honors from Wesleyan University.
Brie serves as CREW’s Policy Counsel. Prior to joining CREW, Brie served in various roles in the U.S. House of Representatives, most notably as Legislative Counsel to Representative Henry C. “Hank” Johnson, Jr., then Chairman of the House Judiciary Committee’s Subcommittee on Courts, Intellectual Property, and the Internet. Brie received her J.D. magna cum laude from University of San Diego and her B.A. from University of California at Santa Cruz.
Prior to serving as a Policy Advisor at CREW, Elizabeth served as an Arabic linguist in the U.S. Navy, during which time she obtained undergraduate degrees in Arabic and Spanish from the Defense Language Institute and Arizona State University. Following her time in the Navy, she completed her M.A. in Public Policy with a focus on campaigns and elections. Currently, Elizabeth is completing a J.D. at the University of Maryland Carey School of Law. During her time at Carey Law, Elizabeth has worked in the Maryland General Assembly and with various organizations and nonprofits focused on state and federal criminal justice reform.
Robert Maguire serves as CREW’s Research Director. Prior to joining CREW, Robert founded and ran the Center for Responsive Politics’ Politically Active Nonprofits project, tracking the spending and financial networks of “dark money” groups in U.S. elections. In 2014, he won the Society of Professional Journalists’ Sigma Delta Chi Award for Public Service Journalism for his reporting. Robert has a B.A. in English from Clemson University and a Master’s in U.S. Foreign Policy from American University.
Matt Corley is the Chief Investigator at CREW. Before joining the CREW team, Matt worked as an Assistant Editor at the Center for American Progress, where he wrote for Think Progress and The Progress Report. Originally from Newton, MA, Matt received his B.A. from Ithaca College and earned a M.A. in Political Science from George Washington University.

Deputy Research Director

Walker Davis is Deputy Research Director. Prior to joining CREW, Walker was a student at Lewis & Clark College where he co-authored legal research on the topic of campaign finance law enforcement in the American states.

Research Associate

Lama Elsharif is a Research Associate. Prior to joining CREW, Lama was a policy and research graduate intern at the Hub Project, where she worked on issues around corporate greed, inflation, court expansion, and democracy. Lama has a BA in Political Science from Virginia Commonwealth University, an MSc in Human Rights from the London School of Economics and Political Science, and is currently pursuing a Master’s in Public Policy at George Washington University.
Rebecca is a Senior Researcher. Prior to joining CREW, Rebecca interned with several organizations including Greenberg Quinlan Rosner and Unite Here. She has spent time in Brussels, Belgium as a student and intern at Interel Group. In 2018, Rebecca earned her B.A. from American University, where she studied Political Science with a concentration in public policy.
Angela Li is a Research Associate at CREW, where she interned for two semesters before joining the team full time. She has also interned with the American Bar Association’s Section of Civil Rights and Social Justice as well as an Ithaca-based incarceration reform nonprofit. Angela received her B.A. in Government from Cornell University, where she worked in the Public Service Center.
Alyssa Meiman is a Research Associate at CREW, where she interned for three semesters before joining the team full time. She previously interned with the American Civil Liberties Union of Kentucky. Alyssa received her B.A. in Political Science and Economics from The Ohio State University, where she was a Research Assistant in the departments of Political Science and Sociology.
Caitlin Moniz is a Research Data Specialist. Prior to joining CREW, Caitlin worked at the Center for Political Accountability where she guided corporations to adopt disclosure of their election-related spending. She created and oversaw Track Your Company, the Center’s database of corporate political spending. She received her B.A. in Foreign Affairs from the University of Virginia.
Honora Overby began at CREW as a research intern and now serves as Research and Operations Associate. A Falls Church native, she earned her B.S. in mathematics from the College of William & Mary, where she became interested in the study of voting systems and data-driven reporting.
