From the National File titled "Communist Chinese Influence Agent Infiltrated Gov. Roy Cooper’s 2016 Campaign" dated October 27, 2020:[1]
- A group of Chinese nationals infiltrated the 2016 campaign of North Carolina Governor Roy Cooper, having been identified in a number of photographs taken at Democrat Party Headquarters on Election Day 2016. Included in the group is a Marxist political strategist and Chinese influence agent with direct ties to the Chinese Communist Party and high-level Communist Chinese think tanks.
- On the webpage where the photographs were posted, a caption reads “On November 9, 2016, the main members of CAECA led NCCSEA members and visiting scholars to observe the president election at the Democratic Party headquarter in Raleigh.” Accompanying the Chinese nationals in a large group photo was a Democrat Party operative. An “NC Dems” logo is clearly visible in the background.
- Pictured among the group of Chinese nationals is Zheng Zhifa, a Marxist political strategist with direct ties to the Chinese Communist Party and high-level Communist Chinese think tanks. Zhifa, who traveled to the United States from China as a member of the North Carolina Chinese Scholar Exchange Association (NCCSEA) at Duke University, had close access to North Carolina Democrats throughout his time in the United States, often through his relationship with John Wei, also pictured. On election night, Zhifa was photographed alongside Roy Cooper several times, including in a shot displaying a Chinese-language newspaper purported to be an edition of the China Press, a newspaper tied to the Chinese Communist Party.
- A professor of Marxism at China’s Nanchang University, Zhifa is a high-level Chinese Communist and plays the role of a senior thought leader in the world of Marxist political strategy. He was recently selected as a member of the highly esteemed Xi Jinping Research Center for Socialism and is also a member of the World Socialism Research Center, a think tank connected to the Chinese Academy of Social Sciences, which operates under the control of the State Council of the People’s Republic of China.
- Also among the Chinese nationals is John Wei, a Wake County-based Chinese Democrat with close ties to Governor Cooper and other prominent North Carolina Democrats. Wei has deep ties to the upper echelons of the Chinese Communist Party, including President Xi Jinping, and Xi’s so-called “secret weapon,” the United Front Work Department (UFWD). Wei is the Chairman of the aforementioned CAECA – the Chinese America Economic and Cultural Association – and played a central role in bringing the group of Chinese nationals to Democrat Party HQ. He also sits on at least two government boards, and the board of Raleigh-based First Citizens Bank.
Lao Wei connection
From the National File titled "Chinese Communist and Close Democrat Ally Advised NC Governor to Extract Blood From RNC Attendees" dated October 27, 2020:[2]
- A key ally and appointee of North Carolina Governor Roy Cooper, with close ties to Communist Chinese officials and influence groups, advised the Governor to extract blood from all 50,000 of the 2020 RNC’s planned attendees before allowing President Trump’s nomination to take place in Charlotte.
- This astonishing revelation was recently disclosed to National File in a copy of a letter written by John “Gaorong” Wei (who also goes by the name of Lao Wei) addressed to Governor Cooper and North Carolina DHHS head Mandy Cohen.
- Wei’s plan, discovered on a Chinese language website, called for the blood of all 50,000 RNC delegates to be drawn and mixed together in groups of up to 100 before being tested for COVID-19. If the blood of any group members triggered a positive test, the entire group would be quarantined and barred from the convention.
- The plan could even be used on citizens statewide Wei wrote, telling the Governor that using group blood samples to determine who would be allowed to return to work would “speed up our North Carolina Phase III reopening.”
- Mr. Wei, of Raleigh, frequently meets with North Carolina’s Governor Cooper and regularly throws fundraisers and campaign-related events, sometimes on behalf of the “Chinese American Economic and Cultural Association” (CAECA), a group which Wei chairs.
- Months after Wei hosted the Cooper’s at Golden Palace, on March 12th, 2017, he was presented with a “Top 10 Outstanding Citizen Award” by First Lady Kristin Cooper at a Chinese Gala co-sponsored by the North Carolina State University Confucius Institute.
- Confucius Institutes receive substantial funding from the Chinese Communist Party and help to promote Communist Chinese propaganda at American universities. The National Defense Authorization Act of 2018, signed into law by President Trump, blocked federal funding to the institutions and required an interagency process for the National Security Council to understand and counter “malign foreign influence operations and campaigns,” such as the Confucius Institutes.
- Wei even attended the 2017 Christmas party at the North Carolina Governor’s Mansion hosted by Governor and First Lady Cooper, and was photographed standing shoulder to shoulder with the Governor, joined by fellow CAECA members.
- In a 2018 move that hinted at planned Democrat Party and Chinese cooperation on future elections in North Carolina, Governor Cooper appointed Wei to the North Carolina Complete Count Coalition, a committee responsible for coordinating and implementing the 2020 U.S. Census in North Carolina.
- Wei also serves as a public member of the North Carolina rate Bureau, thanks to yet another Governor Cooper appointment.
- In addition to his close ties to Governor Cooper, details indicating Wei’s deep connections with Communist Chinese influence groups operating within the United States have emerged, including a relationship with Chinese Communist Party General Secretary and Chinese Head of State Xi Jinping dating back over a span of four decades.
- Wei details his relationship with Xi on his personal webpage, where he touts himself as a “legend” and details his “journey to becoming a prominent American millionaire.”
- According to Wei, his relationship with Xi began in the 1980s, when the now-leader of Communist China served as the Deputy Mayor of Xiamen City.
- Wei also boasts that when Chinese leaders and diplomats take a trip to North Carolina, they “will undoubtedly pay a visit to Lao “John” Wei, with North Carolina’s Governor and Congressmen accompanying.”
- Prior to advising Governor Cooper on how to humiliate his political opponents and maximize COVID shutdown pain amongst North Carolinians, Wei attended the United Front Work Department’s October 1st, 2019, National Day banquet as an honored guest. China’s 70th National Day – the anniversary of Mao Zedong’s 1949 victory proclamation amidst the Chinese Communist Revolution – has been called a landmark moment in Chinese history by Communist Party leaders and faithful, who say the day marked an elevation of China’s position on the world stage, and signaled the coming of a “Chinese century.”
- In addition to the lavish banquet, celebrations included a massive military parade and arms display as well as remarks by General Secretary Xi, who outlined a new vision for global conquest by the Chinese Communist Party. “Today, a socialist China is standing in front of the world,” Xi said. “No force can stop the Chinese people and Chinese nation forging ahead.” Amidst mass civil unrest against Communist Party rule in Hong Kong, Xi assured attendees that the CCP “will maintain long-term stability of Hong Kong and Macau.”
- An investigation conducted by the U.S. House of Representatives Permanent Select Committee on Intelligence into the United Front Work Department, dubbed one of China’s “magic weapons” by Chairman Xi, determined the group to be a foreign influence operation that seeks to infiltrate and undermine governments around the world, lobbying politicians to take stances that benefit the Chinese Communist Party.
- “Outside of China’s conventional intelligence apparatus exists a separate layer of influence actors, many of which are funded and organized by the Chinese Communist Party’s United Front Work Department, Central Propaganda Department, and the International Liaison Department. To that end, Chinese influence operations in the United States intentionally obscure the line between typical civil society engagements and malign influence activities. In particular, the CCP’s United Front Work Department, which Chairman Xi Jinping has referred to as one of China’s “magic weapons,” seeks to guide foreign governments, political parties, private entities, and the overseas Chinese diaspora community to adopt positions that are favorable to the Chinese Communist Party’s interests. Within the United States, Chinese influence operations have targeted cultural institutions, state- and municipal-level government offices, media organizations, educational institutions, businesses, think tanks, and policy communities.”
- Seeming to echo the House’s findings in a September address to Wisconsin lawmakers, Secretary of State Mike Pompeo stated that the Chinese Communist Party is attempting to nourish relationships with state and local politicians, and mentioned the United Front Work Department as one of its primary tools.
- Pompeo told the lawmakers that the “State Department is reviewing the activities of two United Front Work Department organizations operating inside the United States.”
- In the aftermath of Pompeo’s remarks on China, it is unknown if there are additional United Front Work Department organizations being examined in America, or if the department’s operations in the United States are also being investigated by the Department of Justice.
- In August of this year, FBI Director Christopher Wray told the Washington, D.C. based Hudson Institute that over 2,500 of the FBI’s counterintelligence investigations are related to China. According to FBI statistics, a new counterintelligence case related to China is opened every 10 hours.
NC Complete Count Commission
The NC Complete Count Commission[3] was formed "[T]o increase awareness and understanding of the 2020 Census and encourage the participation of North Carolinians through education and outreach." The NC Complete Count Commission was created as a directive by Executive Order 79 signed by Governor Roy Cooper: "Gov. appoints commission to work with communities across the state to “Make NC Count.” Potentially billions of dollars in federal funding and congressional seat at stake for NC".[4],[5]

- RALEIGH: Governor Roy Cooper today signed Executive Order 79 to establish the North Carolina Complete Count Commission and named members to the Commission to help achieve the most accurate and complete count of North Carolina’s residents in the upcoming decennial census in 2020.
- “The census count impacts every North Carolinian because it will shape critical decisions for our state from the number of people who represent us in Congress, to the amount of federal funds for education, health care and infrastructure, to the data-driven decisions government, businesses and non-profits make,” said Governor Cooper. “I appreciate these Commission members stepping up to work with community leaders and partners across the state to encourage a full and fair count of all our residents–from our biggest cities to our smallest, rural communities. The upcoming census is a huge opportunity for our state and we want to make sure everyone in North Carolina counts.”
- Established by the United States Constitution in 1790 and reoccurring every 10 years, the census will determine how the federal government distributes $400 billion in funding, including an estimated $16 billion for critical community services, housing, economic development, and other needs and services in North Carolina. The census also determines the state’s number of congressional districts and representatives; North Carolina received an additional congressional seat following the 2000 Census by a margin of fewer than 1,000 residents and is predicted to gain another seat after the 2020 Census.
- “It’s vital that North Carolina’s data snapshot includes all residents so we don’t miss out on billions of dollars in federal funding for much-needed programs and provide accurate information to guide decisions by the public and private sectors,” said N.C. Department of Administration Secretary and Commission Chair Machelle Sanders. “All communities in North Carolina deserve to be counted and we want to make sure they will be.”
- The Commission will coordinate North Carolina’s involvement with the census, helping the U.S. Census Bureau to recruit North Carolinians to be census workers, educate the public about the importance of the census, develop partnerships with public and private sectors to achieve an accurate count, and create a strategy to reach historically hard-to-count populations, including young children, low-income individuals, military personnel, non-native English speakers, minorities, and rural residents.
- “More than 100 federal programs use data collected during census counts as part of their formulas to distribute billions of dollars in federal funding to the states,” said N.C. Census Liaison Bob Coats. “Those are important programs for many North Carolinians and include Medicaid, Medicare Part B, the Supplemental Nutrition Assistance Program, Highway Planning and Construction, Title 1 Grants to Local Education Agencies, and more.”
- According to the U.S. Census Bureau, people will have multiple ways to respond to the upcoming decennial census in more than 13 languages. North Carolina residents will have the opportunity to be counted online using personal computers or mobile devices, by telephone through questionnaire assistance centers or by using the traditional paper-response option. - The North Carolina Complete Count Commission convenes its first meeting on October 23, 2018, 10:00 A.M.–2:00 P.M., in the Albemarle Building Room 245, 325 N. Salisbury St., in Raleigh. Gov. Cooper has appointed members to the commission who represent business, community and nonprofit organizations, education, faith-based, health care and government sectors.
Xu Xueyuan visit
From April 16 to 18 2019, Minister Xu Xueyuan of the Chinese Embassy in the U.S. visited the State of North Carolina. During the visit, she met with Governor Roy Cooper and Lieutenant Governor Dan Forest respectively, received a letter of greetings from Senator Thom Tillis, attended the China-Carolinas Connections and Cooperation breakfast round-table, visited the Carolinas Chinese American Civic Center, and held talks with representatives of local Chinese communities. Minister Xu was accompanied by Deputy Consul-General Li Min and Counselor Wang Yong of Congressional and Sub-national Affairs Office for the visit.[7]
Durham sister city
Invited by Hunan Provincial Foreign Affairs Office, the North Carolina Sister City delegation led by Dr. Lian Xie, President of the Carolina China Council visited Changsha, Hunan Province to attend the week-long Hunan-America Friendship Partner's Week from October 22-26 2018. The delegation which includes members from the Carolina China Council and Durham Sister City Committee was endorsed by Governor Roy Cooper as representatives of the state of North Carolina.[8]

On October 4 2019, North Carolina Governor Roy Cooper congratulated the opening of the 2019 Raleigh China Arts Festival by proclaiming September 29-October 5, 2019 as Carolina China Council and China Arts Festival tenth anniversary week. Secretary of State Mrs. Elaine Marshall attended the opening ceremony of the 2019 Raleigh China Arts Festival at the Fletcher Opera Theater, Duke Energy Center for the Performing Arts in downtown Raleigh and welcomed the world class performers to North Carolina in her opening remarks. Distinguished performers from China, Italy and the United States presented a two-hour world class musical gala to a full-house audience. Mrs. Kacy Hunt, Chairwoman of Raleigh Artsplosure which organizes the annual Raleigh Arts Festival, congratulated the success of this year's Raleigh China Arts Festival. She is looking forward to a long-lasting partnership between Artsplosure and Carolina China Council to promote East-West exchanges of arts and culture.[9]

Triangle Tyre
Chinese tire manufacturing company Triangle Tyre (Triangle) has selected Edgecombe County, North Carolina as the location for its first manufacturing facility in the United States, Governor Roy Cooper announced today. Triangle will create 800 jobs and invest nearly $580 million in Kingsboro, NC.
The project is estimated to contribute more than $2.4 billion to North Carolina’s economy.
“Triangle Tyre chose North Carolina for its first-ever manufacturing center outside of China because they know our workers share their commitment to innovation, education and excellence,” Gov. Cooper said. “I’m excited to see these 800 skilled manufacturing jobs go to Eastern North Carolina where I grew up and raised my family, a place where people have an unshakeable dedication to getting the job done. We welcome Triangle Tyre to its new home, and we’re ready to get to work.”
Triangle Tyre Co., Ltd. was founded in 1976 and is headquartered in the Shandong Province of China.
“Triangle Tyre is bringing a state-of-the-art manufacturing facility to Kingsboro, North Carolina, giving the region and our entire state a new and highly advanced manufacturing capacity the likes of which we haven’t yet seen in North Carolina,” said North Carolina Commerce Secretary Anthony Copeland. “These are quality, efficient, well-paying jobs that require specific skills, and our communities are ready to support people who want the training required to get these jobs.”
The North Carolina Department of Commerce and the Economic Development Partnership of N.C. (EDPNC) led the state’s support for the company’s investment in North Carolina.
"Triangle Tyre strongly believes that the project will blossom with beautiful flowers and bear the most abundant fruits in the U.S., a developed nation on wheels," said Mr. Ding Yuhua, Chairman of Triangle Group and Triangle Tyre. "We will give back the fruits to the people of North Carolina with our utmost sincerity."
Triangle’s development in Edgecombe County will be facilitated, in part, by a Job Development Investment Grant (JDIG) approved by the state legislature’s Economic Investment Committee earlier today. Over the course of the 12-year term of this grant, the project will grow the state’s economy by an estimated $2.4 billion. Using a formula that takes into account the new tax revenues generated by the new jobs, the JDIG agreement authorizes the potential reimbursement to the company of up to $20.1 million, spread over 12 years. State payments only occur following performance verification by the N.C. departments of Commerce and Revenue that the company has met its incremental job creation and investment targets. JDIG projects result in positive net tax revenue to the state treasury, even after taking into consideration the grant’s reimbursement payments to a given company.
The company has also been awarded a performance-based grant from the One North Carolina Fund for up to $16 million. The One N.C. Fund provides financial assistance to local governments to help attract economic investment and to create jobs. Companies receive no money upfront and must meet job creation and capital investment targets to qualify for payment. All One NC grants require a matching grant from local governments, and any award is contingent upon that condition being met.
“These 800 jobs from Triangle Tyre are the kind of jobs we need now in Edgecombe County,” said N.C. Senator Erica Smith-Ingram. “They are well-paying, quality jobs from a company committed to training and innovation. I am proud to welcome Triangle and the opportunities their project will bring for the people of Edgecombe County.”
“The people of Edgecombe County are ready to take on this opportunity with Triangle Tyre,” said N.C. Representative Shelly Willingham. “We are committed to working with Triangle Tyre and getting people the training they need to make this project a great success.”[10]
Partnering with N.C. Commerce and the EDPNC on this project were the North Carolina General Assembly, the North Carolina Community College System, North Carolina Department of Transportation, NC Railroad Company, the Golden LEAF Foundation, Edgecombe County, Carolinas Gateway Partnership, Dominion Power and CSX Transportation.
