In 1997, Miguel Santiago was the incumbent State Representative for the 35th Ward of Chicago. He was indicted on "ghost payrolling" charges. Upon resigning in January 1997, the machine ward bosses appointed his secretary, Elba Rodriguez, to replace him. Rodriguez was backed by New Party enemy, 35th Ward Alderman, Vilma Colom.[1]
