Martin Frost was a Democratic member of the United States House of Representatives, representing Texas' 24th congressional district. He was the Chairman for IMPAC 2000.

2002 Investigation

Texas State Senator Bob Deuell made a request to Ronnie Earle, by letter, to investigate Frost's PAC's finances during the 2002 election. Earle cleared Frost and denied that anyone had suggested looking into Frost's PAC.

Earle had personally signed a two-page letter dated July 30, 2004 to Sen. Deuell informing him of the results of his “investigation.” The letter lifts accusations of any wrongdoing by Frost because his funds were kept separately. This means the corporate and non-corporate money were kept in separate accounts, even though the PAC reported it as being all together.[1][2]

A summary of a C-SPAN interview about redistricting and how it assisted in Democrats in 2000:[3]

"Martin Frost spoke to reporters about how redistricting following the 2000 Census would affect the Democratic Party. He said that the process had allowed both parties to “break even” despite predictions that the Republicans would gain districts. He also briefly reviewed the regional changes in districts in various parts of the nation. Following his remarks he answered questions from the reporters.
