The Disability Integration Act is legislation written and promoted by ADAPT, a self-described "national grass-roots community that organizes disability rights activists to engage in nonviolent direct action, including civil disobedience, to assure the civil and human rights of people with disabilities to live in freedom."[1]

ADAPT members wrote the Disability Integration Act, which has been reintroduced by Senator Chuck Schumer.[2],[3]

Democrat National Convention adds "a right to long term care services" in Platform

"After being left out initially, community integration, including a right to long term care services, was added to the platform of the Democrat National Convention on Friday, July 22, 2016.
“ADAPT folks are thrilled and feel valued by the Democrats,” says National ADAPT organizer Bruce Darling. “We are hopeful this will open the door to more Democratic co-sponsors of the Disability Integration Act.”
"ADAPT, a national grass roots activist group, has been championing for passing of the Disability Integration Act, which addresses the fundamental right of those who require long term care and services to live within their community instead of being forced into institutions and nursing homes. It was introduced into the Senate by Democrat Sen. Charles Schumer (N.Y.) on Dec. 18, 2015 and into the House of Representatives by Republican Christopher Gibson (N.Y.) on July 8."[4]

What does the Disability Integration Act do?

From an archived page from ADAPT's website:[5]

"The legislation, when enacted, establishes new federal law - similar in structure to the ADA - that requires states and insurance providers that pay for LTSS to change their policies, provide community-based services first, and offer HCBS to people currently in institutions. DIA operates alongside CFC, but these two laws work very differently. CFC is an option which states can choose. Even though CFC provides money for states to support independent living, many states have not chosen CFC. DIA requires states and insurance providers that pay for LTSS to make real and meaningful changes that support the right of people with disabilities to live in freedom like every other American."

The Disability Integration Act will ensure:[6]

1) Public entities and insurance providers that provide long-term services and support cannot discriminate against people based on disability or illness when providing home- or community- based services and support.
2) Public entities and insurance providers that provide long-term services must have payment structures for home- and community-based services.
3) Public entities and insurance providers MUST inform their consumers of their right to receive services and support in their home or community over an institutional placement.
4) Public entities must increase affordable and accessible housing options for those with disabilities.

The Disability Integration Act was written by ADAPT, an organization closely aligned with the Center for Disability Rights, and re-introduced by Chuck Schumer.[7]
