Richard L. Garwin (born April 19, 1928) is the Former Chair of the Department of State's Arms Control and Non-proliferation Advisory Board, a Member of the Defense Science Board of the Office of the Secretary of Defense, and a member of the Rumsfeld Commission to Assess the Ballistic Missile Threat to the United States. Garwin is a physicist.

Arms Control Association
The Arms Control Association was founded in 1971 and is based in Washington, D.C. The Association claims to be a national nonpartisan membership organization, dedicated to promoting public understanding of and support for effective arms control policies. As at March 19, 2010, Richard Garwin served as a Director Emeritus on the board of the Arms Control Association.
